Armenia post‑election political and geopolitical shifts

Overview

Following the June 7, 2026, elections, Prime Minister Nikol Pashinyan faced intense diplomatic and economic pressure. In late July, Pashinyan contested Russian export bans on various Armenian products, which he argued breached bilateral and EAEU rules. To mitigate these bans, the EU provided approximately €52 million in aid and tariff reductions on 80% of Armenian goods.

On 24 August, S&P Global Ratings affirmed Armenia’s sovereign credit rating at ‘BB-’ with a positive outlook. However, the agency lowered the 2026 real GDP growth forecast to 4.9 percent from 7.1 percent, citing Russian restrictions on exports such as mineral water, alcoholic beverages, fish, and fresh produce. Despite this, Armenia’s foreign currency reserves reached a record $6.9 billion in June, a 46 percent increase from the previous year.

In late August, Pashinyan formally announced the beginning of a ‘Fourth Republic’ era, presenting a government program for 2026–2031 based on the ‘Real Armenia’ ideology. This doctrine focuses on peace, freedom, and prosperity within internationally recognized borders, marking a shift away from the ‘Karabakh movement’ and the 1990 Declaration of Independence. Key priorities include EU integration and the ‘Trump Route,’ a US-supported transit project connecting Azerbaijan to Nakhchivan through Armenian territory.

As part of these peace efforts, Pashinyan has signaled potential territorial concessions to Azerbaijan, indicating that the village of Tigranashen (Kyarki) is not considered Armenian territory under the government’s adopted maps. He emphasized that a durable peace requires a “social and psychological” dimension, necessitating that both nations accept each other within internationally recognized Soviet-era borders.
