ASEAN economic ministers meeting in Manila have agreed to accelerate the implementation of the upgraded ASEAN Trade in Goods Agreement (ATIGA). While the agreement was originally scheduled to enter into force on June 1, 2027, the bloc is now moving toward a provisional rollout that could begin as early as the end of 2026.

Under the new arrangement, member states may voluntarily and reciprocally apply the Second Protocol to amend the ATIGA. This early deployment aims to modernize customs protocols, strengthen supply chain resilience, and facilitate easier cross-border movement of goods to bolster regional economic integration.

Certain provisions are excluded from this provisional application, including specific articles regarding National Treatment, Market Access, and the reduction of customs duties. Additionally, provisions regarding remanufactured goods for several member states and certain agricultural export restrictions will remain subject to the original 2027 timeline.

Beyond goods, ministers also initiated discussions regarding a review of the ASEAN Trade in Services Agreement and the implementation timelines for the upcoming ASEAN Digital Economy Framework Agreement, which is expected to be signed in November.
