Overview
During the 58th ASEAN Economic Ministers meeting in Manila, member states agreed to accelerate the implementation of the upgraded ASEAN Trade in Goods Agreement (ATIGA). Originally slated for June 1, 2027, the bloc is moving toward a provisional rollout as early as the end of 2026 to modernize customs protocols and strengthen supply chain resilience.
While certain provisions regarding National Treatment, Market Access, and customs duty reductions are excluded from this early deployment, the meeting also advanced other regional integration efforts. These include preparing for the ASEAN Digital Economy Framework Agreement (DEFA) expected in November 2026, reviewing the ASEAN Trade in Services Agreement (ATISA), and discussing a potential Green Economy Framework Agreement (GEFA) to support a regional carbon market. Additionally, the summit addressed the accession process for Timor-Leste and conducted consultations with dialogue partners to advance free trade negotiations with South Korea, India, and Canada.
