ASP Palermo staff protest attendance system and contract stabilisation

Union representatives CIMO‑FESMED, ANAAO‑ASSOMED and FIALS, together with other healthcare unions, have withdrawn from talks with ASP Palermo’s Directorate over persistent failures of a new attendance‑recording platform installed by Data Management. The system, used by about 6,000 ASP employees since January 2026, reportedly miscalculates night‑shift, holiday and overtime hours, leading to loss of entitled allowances and hindering the scheduling of leave and professional updates. Unions claim the contract, worth €3.8 million, has not met the promised functional deadline of 30 June 2026 and request either immediate remedial action or termination of the agreement.

Separately, roughly 240 auxiliary health workers employed by external contractors PFE and Dussmann – many of whom have served ASP hospitals for up to 25 years – are demanding the activation of the stabilisation procedures set out in Italy’s 2026 public‑service law. They argue that despite decades of service, they remain on precarious contracts without recognition of their qualifications, and a recent tender omitted any credit for their experience. The regional assembly’s culture and labour commission is reviewing the possibility of internalising these services and granting permanent status before the 31 December 2026 deadline.
