Italian health system strain and reforms persist

Entities: Roberto Chierchia · Luigi Vercellino · AORN Sant’Anna e San Sebastiano (Caserta) · Italian Ministry of Health · Ivrea dialysis unit

Overview

The Italian National Health Service continues to face acute pressure across regions. In late July, Sardinia confirmed that its annual blood‑supply need of about 107,000 units is still unmet, collecting roughly 75,000 and urging donors as tourism and heat increase demand. The same region was criticised for the slow filling of around 30 senior hospital posts, with only three chief‑physician appointments completed and ten contests only recently cleared to proceed.

At the same time, the government and regional authorities expanded hiring efforts. The Official Gazette listed dozens of public contests for nurses in Lombardy, Emilia‑Romagna, Campania and other areas, with deadlines in August. Calabria announced 44 permanent posts – 18 pediatric nursing and 26 radiology‑technician positions – across its provinces and university hospital, reflecting a broader push to stem staff shortages.

Labor unions escalated the debate by staging a national protest in Rome against a planned €1.3 billion allocation to private healthcare providers. CGIL, CISL and UIL factions demanded that any public funds be linked to guaranteed renewal of collective bargaining agreements for more than 300,000 private‑sector workers, citing a pay gap of up to €500 per month and exclusion from vacation benefits. The protest follows data showing a 22 % rise in private‑sector revenues since 2019.

These developments underscore persistent challenges: resource gaps, delayed senior appointments, intensified recruitment drives, and contentious reforms over public‑private financing, all shaping Italy’s effort to maintain equitable, efficient health care.
