Assam Cabinet raises DA to 60% and launches Rs 500 crore Dibrugarh second‑capital project

The Assam cabinet approved an immediate increase in Dearness Allowance (DA) and Dearness Relief (DR) from 58% to 60%, affecting more than 800,000 state government employees, pensioners and their families. It also raised the MLA Local Area Development (MLALAD) allocation to Rs 1.5 crore per MLA for FY 2026‑27, with a further increase to Rs 2 crore from FY 2027‑28, and allowed up to 10% of the fund to be used for community, educational, cultural, sports and disability‑support equipment.

The cabinet declared Dibrugarh as the Second State Capital Region, creating the Second State Capital Region Development Authority (SCRDA‑D). The authority, chaired by the Dibrugarh MLA and comprising senior officials, will plan regional development within a 20 km radius of the Dibrugarh Capital Complex. A dedicated fund of Rs 500 crore will be provided over five years for infrastructure and related projects. Additionally, the government amended rules governing promotion of Grade IV employees to Grade III positions in the provincialised schools service.
