Asturias transporters face toll fine on highway operator and tax‑driven service cuts
The regional government of Asturias (PSOE and IU) is set to impose a €1.1 million fine on highway concessionaire Aucalsa for collecting the full toll on the Huerna motorway despite ongoing road works that cause traffic delays. Transport representatives view the sanction as a pressure tactic, but doubt it will change the practice of drivers having to pay the full toll.
At the same time, many independent truck drivers in Asturias are halting operations intermittently to stay within the “módulos” tax regime, which caps annual revenue at €125,000. Exceeding the threshold would force them into a higher‑rate direct tax system, dramatically increasing their fiscal burden and reducing competitiveness for cooperatives such as Casintra. The combined toll‑payment issue and fiscal constraints are straining the region’s logistics sector.
