Atenea proposes state-level plan to address Ceuta crisis

The Atenea association, led by Iván Espinosa de los Monteros, has released a report titled ‘Españolidad de Ceuta. Geopolítica y escenarios futuros’ to address the crisis in the Spanish autonomous city of Ceuta. The report characterizes the mass arrival of over 80,000 migrants from Morocco as an act of ‘hybrid warfare’ intended to demoralize the local population.

Atenea proposes a ten-point plan to move from emergency-based responses to a permanent state structure. This includes strengthening Ceuta’s own capacities, securing European support, and enhancing economic and social resilience. The organization calls for a ‘great State policy’ involving political parties, the Spanish Crown, the Armed Forces, and the European Union to defend the territory.

The report analyzes various geopolitical scenarios, ranging from cooperative normalization to prolonged friction, hybrid pressure, and potential serious escalation. It emphasizes that defending Ceuta is a national duty and a strategic interest for the European Union, given its position as an external EU border near the Strait of Gibraltar.
