Security crisis and humanitarian unrest in Ceuta

Overview

The humanitarian and security situation in Ceuta has escalated into a severe crisis characterized by social unrest and a collapsing healthcare system. Following a mass influx of migrants, the city has faced seventeen days of significant pressure, including riots and disturbances that residents claim have made it impossible to conduct normal daily activities or operate businesses.

Security concerns remain acute, particularly regarding sexual violence against minors. Police unions have reported at least 15 rapes since the migration surge began. In a recent incident on Avenida Lisboa, a group attempted to assault a 10-year-old girl, resulting in one arrest. To mitigate these risks, the Asociación Vecinos Príncipe Alfonso has established a temporary shelter at the Reina Sofía school to house approximately 300 girls.

This use of local infrastructure has fueled tensions with residents. In the Torre del Tarajal area, locals have reported daily disturbances, such as shouting and insults, originating from the Príncipe Felipe school shelter. Residents also expressed fear after reporting that several minors escaped the facility and entered residential buildings.

The President of the autonomous city has issued urgent pleas for assistance as the population faces restricted freedoms and constant fear. Meanwhile, security forces, including the National Police and the Civil Guard, are working double shifts without scheduled rest, leading to criticisms regarding the lack of institutional support and compensation for officers managing the crisis.
