Capital Markets Board orders liquidation of 130 funds amid Turkish liquidity crisis FAST-MOVING

The Capital Markets Board (SPK) has implemented sweeping measures in response to liquidity crises and defaults within several Turkish investment funds. The regulator has ordered the liquidation of 130 investment funds managed by seven portfolio companies: Tera Portföy, Pusula Portföy, Hedef Portföy, Atlas Portföy, A1 Portföy, Pardus Portföy, and Bulls Portföy. Additionally, all funds managed by these companies have been suspended from trading on the TEFAS platform.

Several fund managers have reported defaults in redemption payments. Tera Portföy reported defaults in its Equity (TL) and Money Market (TL) funds, subsequently changing its unit share value calculation to once a month and extending redemption payments to the 10th business day following valuation. Pusula Portföy also announced defaults in redemption payments. Atlas Portföy has adjusted its DFI fund to calculate unit share values monthly on the 15th business day, with payments made five business days after valuation.

In response to market volatility, the SPK also temporarily reduced the minimum equity protection ratio for leveraged capital market transactions from 35 percent to 20 percent. Furthermore, the regulator has imposed two-year trading bans on Pusula Portföy and several fund managers, and filed criminal complaints against certain individuals, including Tera Portföy manager İbrahim Bekçi, following investigations into market irregularities.
