Negeri Sembilan constitutional crisis follows EXCO revocations

A constitutional crisis is unfolding in Negeri Sembilan following the revocation of 10 State Executive Council (EXCO) members by the Yang di-Pertuan Besar, Tuanku Muhriz Tuanku Munawir, effective September 20. The revocation, which was officially gazetted, was reportedly based on the members violating their oath of allegiance to the ruler.

In response, Menteri Besar Datuk Ismail Lasim attempted to suspend the state secretary, Datuk Mohd Zafir Ibrahim, and the state legal adviser, Datuk Muzalmah Mustapha Kamal. However, the Attorney General’s Chambers (AGC) has intervened, stating that the state EXCO lacks the legal authority to suspend these officials. The AGC clarified that such appointments and suspensions fall under the jurisdiction of the Public Services Commission and the Judicial and Legal Services Commission.

The dispute is further complicated by legal challenges regarding the validity of the ruler's dismissal of the EXCO. While the state administration cited a breach of allegiance, legal experts and the Undang Yang Empat have questioned whether the dismissal complies with the Negeri Sembilan State Constitution, suggesting that such actions may require the advice of the Menteri Besar. Meanwhile, police have implemented access controls at Wisma Negeri to maintain public order following the administrative turmoil.
