Australia housing market cools amid tax reforms
Australian Prime Minister Anthony Albanese has defended recent housing tax reforms, arguing that changes to property investor concessions are necessary to improve affordability for first-time buyers. The reforms, which include limiting negative gearing for residential investments to new builds from July 2027 and replacing the capital gains tax discount with inflation-adjusted indexation, aim to reduce competition from investors.
According to the Australia Institute, the nation is seeing its most significant affordability improvement in 50 years. Data from Cotality shows national housing prices have fallen 5.2% since March. While rising interest rates and living costs have contributed to the downturn, economists note a shift in investor behavior: loans for established dwellings fell 14% in the June quarter, while loans for new builds rose 4.4%.
Despite these improvements, the market remains mixed. National dwelling values fell for the sixth consecutive month in September, with Brisbane and Sydney seeing the sharpest declines. Conversely, regional markets and cities like Perth and Darwin have continued to show annual growth.
