Austria social organizations fear changes to Voluntary Social Year recognition

Social organizations in Austria are expressing concern regarding potential changes to the Voluntary Social Year (FSJ) during ongoing negotiations for military and civilian service reform. There are fears that the ability to credit FSJ service toward mandatory civilian service could be restricted or abolished.

Minister Claudia Bauer (ÖVP) stated that a decision has not yet been reached and the matter remains under negotiation. Because changes to civilian service require a two-thirds majority, the ruling parties (ÖVP, SPÖ, and NEOS) must secure support from at least one opposition party, such as the Greens or the Freedom Party, to proceed.

The Diakonie has warned that removing this credit would send a ‘wrong signal to engaged young men’ and undermine efforts to recruit talent for social and nursing professions. They noted that over 70 percent of FSJ graduates eventually pursue careers in the social or care sectors. Additionally, the organization opposes extending the service duration beyond twelve months and expresses concern over subordinating civilian service to military national defense.
