Voluntary social service programs in Germany and Austria

Voluntary social service programs, such as the Voluntary Social Year (FSJ) in Germany and Austria, are highlighted for their role in youth development and long-term social security. Participants in these programs gain practical skills, personal growth, and professional orientation in sectors including elderly care, childcare, and environmental protection.

In Germany, these services are legally equivalent to vocational training regarding pension rights. Volunteers are mandatorily insured in all branches of social security, including pension, health, nursing, and unemployment insurance, with host organizations bearing the full cost of these contributions. While participants receive a monthly allowance, their pension benefits remain unaffected by any caps on pocket money.

In Austria, social organizations continue to warn of risks to the FSJ following government negotiations regarding military service reform. There are concerns that the ability to count FSJ service toward mandatory civilian service (Zivildienst) could be restricted or abolished. The Diakonie has warned that such changes would send a “wrong signal to engaged young men” and could undermine recruitment for social and nursing professions, noting that over 70 percent of FSJ graduates eventually pursue careers in those sectors. The organization also opposes extending the service duration beyond twelve months and expresses concern over subordinating civilian service to military national defense.

Minister Claudia Bauer (ÖVP) stated that a final decision has not yet been reached and the matter remains under negotiation. Because changes to civilian service require a two-thirds majority, the governing coalition of the ÖVP, SPÖ, and NEOS must secure support from at least one opposition party, such as the Freedom Party or the Greens, to proceed with the reforms.
