Barcelona designates historic police headquarters as Democratic Memory Site

The Spanish government officially recognised the building at 43 Via Laietana in Barcelona as a Democratic Memory Site on 17 July 2026. The decree highlights the structure’s varied past: a 19th‑century bourgeois mansion, a luxury hotel for the 1929 Universal Exhibition, briefly the headquarters of the Generalitat’s Public Order Police, and from 1941 to the transition to democracy the headquarters of the Superior Police and the Political‑Social Brigade where at least 4,143 people were detained, tortured and abused for political, trade‑union or sexual orientation reasons.

The resolution calls for the creation of audiovisual and digital resources, interpretive signage and inclusion of the site in international memory circuits, while confirming that the building will continue to function as a National Police Comisaría. The move has been praised by memory‑rights groups and some political parties as an essential step toward truth, justice and moral reparations, though it has also sparked polarized debate.
