Bavaria shifts IT strategy to reduce Microsoft dependency

Bavarian Digital Minister Fabian Mehring has announced a strategic shift in the state's IT policy to reduce dependency on Microsoft. The move follows significant expenditures, with Bavaria having spent 360 million euros on Microsoft licenses in recent years.

Mehring cited concerns regarding digital sovereignty, noting that reliance on a single provider leaves the state vulnerable to price increases and geopolitical risks. He specifically highlighted the US Cloud Act, which could allow the US government to compel American companies to hand over German data, and mentioned the use of digital technologies as geopolitical tools.

The ministry has halted negotiations with Microsoft and is currently developing sovereign software alternatives. A testing phase for these solutions is scheduled to run until March next year. Following this, a sovereign standard workstation is expected to be presented, with the goal of allowing administrations to begin transitioning as early as April next year.
