Bavaria IT strategy and Microsoft dependency

Overview

The Free State of Bavaria has spent approximately €360 million on Microsoft products and services over an eight-year period. Between 2020 and 2025, the state spent over €258 million, with an additional €102 million earmarked for the 2026/27 budget. Annual spending on Microsoft 365 and related cloud services increased from €8.8 million to €18.3 million during this time.

Concerns have been raised regarding digital sovereignty and the risks posed by the U.S. Cloud Act, which could allow the U.S. government to access German data. SPD parliamentarian Florian von Brunn described the extensive use of these services as “high-risk”.

In response, Digital Minister Fabian Mehring announced a strategic shift to reduce dependency on Microsoft. The ministry has halted negotiations with the provider and is developing sovereign software alternatives. A testing phase for these solutions is scheduled to run until March 2027, with the goal of presenting a sovereign standard workstation to allow administrations to begin transitioning by April 2027.
