Belgium and Spain implement new electric scooter regulations

Belgium and Spain are implementing new traffic regulations regarding electric scooters to improve safety and order.

In Belgium, a new helmet mandate took effect on September 1, 2026. The requirement is based on the technical maximum speed of the vehicle rather than the actual speed at which it is being ridden. Any motorized personal mobility device with a design maximum speed exceeding 20 km/h requires a helmet. This means users riding at lower speeds or in restricted modes must still wear a helmet if their device is technically capable of exceeding 20 km/h. Devices limited by construction to a maximum of 20 km/h are exempt.

In Spain, new rules effective October 1, 2026, will classify electric scooters as personal mobility vehicles (VMP). The regulations prohibit riding on sidewalks, highways, motorways, main roads through built-up areas, and urban tunnels. Additionally, Spain is introducing a minimum age requirement of 15 years and a mandatory helmet law. Violators may face fines of up to 200 euros. These measures are being implemented by the Dirección General de Tráfico (DGT) as part of a broader reform of the general traffic regulations.
