Biddeford Community Pushes for Permanent Memorial for ICE Shooting Victim Johan Guerrero

On July 13, 2024, 25‑year‑old Colombian Johan Sebastián Durán Guerrero was fatally shot by ICE agent David Brouillette in Biddeford, Maine. The Department of Homeland Security later said Guerrero was not the intended target and that the agents on scene lacked functioning body cameras.

The killing sparked protests and the creation of temporary memorials at the Hill and Pool streets intersection and at Mechanics Park. At a city‑council meeting, residents and Mayor Liam LaFountain urged the council to approve a permanent memorial to honor Guerrero’s life.

Law firm Gideon Asen LLC, representing Guerrero’s family, has asked neighborhood residents to share any video or photos captured near the scene between 6:45 a.m. and 7:45 a.m. on the day of the shooting, hoping to clarify the events leading to the officer’s discharge of his weapon.
