On July 13, 2024, 25-year-old Colombian national Johan Sebastián Durán Guerrero was fatally shot by ICE agent David Brouillette during an attempted traffic stop in Biddeford, Maine. While an ICE spokesperson maintained that the agency was performing targeted surveillance at a known address, they declined to disclose specific intelligence methods and stated they did not claim Durán Guerrero or his roommate were the specific targets. The shooting remains under investigation by the Maine Attorney General’s Office.
