Bihar government reassigns 16 IAS officers to new departmental posts
On 21 June, the General Administration Department of the Bihar government issued a notification transferring 16 Indian Administrative Service officers from the 2010‑2020 batches to new positions across the state bureaucracy and public corporations. The re‑assignments include: - Animesh Kumar Parashar (2010 batch) given additional charge as Secretary of the Department of Urban Development & Housing. - Topi Kapil Ashok (2011 batch) appointed Managing Director of COMFED Patna. - Nilesh Ramchandra Deverre (2011 batch) retained as Special Secretary in the same department. - Naval Kishore Chaudhary (2013 batch) made Managing Director of Bihar State Transmission Company Ltd. - Navdeep Shukla and Pawan Kumar Sinha (2013 batch) assigned as Special Secretaries for Youth Employment & Skill Development and Higher Education respectively. - Sourabh Jorwal (2014 batch) given additional charge at Bihar State Road Development Corporation. - Kumar Mangalam (2014 batch) appointed Secretary of the Revenue Council. - Prashant Kumar (2015 batch) continues as Project Director of the Bihar Education Project Council. - Vishal Raj (2017 batch) named Managing Director of Bihar State Power Generation Company. - Sparsh Gupta (2019 batch) appointed Additional Chief Executive Director of the State Health Committee. - 2020‑batch officers were placed as Joint Secretaries in Finance, Road Construction, Tourism and as Director of Primary Education, while Ananya Singh received the post of Additional Chief Executive Officer of Rural Development (Livelihood) and additional charge as MGNREGA Commissioner. These moves redistribute senior administrative talent across key sectors such as urban development, education, power, health, finance, tourism and rural development.
