War-related disruptions in the Black and Azov Seas are reshaping global grain trade routes. An analysis by Reuters indicates that Russia could restore 80 percent of its grain export capacity in these regions if a partial truce is established. However, three major terminals have sustained severe damage from Ukrainian attacks, with repairs potentially lasting several months. The Novorossiysk terminal, which has an annual capacity of 7.1 million tons, was notably damaged in an August 12 attack.

Simultaneously, Ukraine is seeking to mitigate the impact of Russian attacks on its maritime infrastructure by expanding alternative export routes. The Ukrainian Ministry of Agrarian Policy and Food is exploring the use of Baltic Sea ports to increase agricultural exports from the current 44 percent provided by alternative routes to 50 percent. This shift could potentially allow for the export of up to 20 million tons of grain.

A significant barrier to this transition is the increased cost of logistics; utilizing Baltic Sea routes adds approximately 100 USD to the transport cost per ton of grain. To address this, Ukraine has requested between 1.5 and 2 billion USD in financial assistance from the European Union and international partners to cover the price difference.
