Brazil platform workers face low social security coverage and new financing options

New data from the IBGE reveals significant social security gaps for platform workers in Brazil. Approximately 405,000 app-based motorcyclists operate in the country, but only 19.4%—roughly 79,000 individuals—have social security coverage. This is notably lower than the 62.4% coverage rate for the general private sector. The study, part of the Continuous National Household Sample Survey (Pnad Contínua), highlights that the number of platform-based motorcyclists has nearly doubled since 2022, reaching 405,000 in 2025.

In response to economic needs for transport workers, the Brazilian Senate has approved a provisional measure (MP 1.366/2026) to expand vehicle financing options for app drivers, taxi drivers, and school transport professionals. This measure allows for flexible payment systems to accommodate irregular incomes and includes provisions for financing safety equipment for female drivers.

Additionally, BNDES has increased the financing ceiling for the Move Brasil program. Drivers can now finance vehicles valued up to R$ 200,000, up from the previous R$ 150,000 limit. The program also offers extended repayment terms of up to 84 months and includes updated eligibility criteria for hybrid vehicles.
