Brazil 2026 public policy reforms
Overview
From April to August 2026 the Brazilian federal and state governments rolled out a series of policy measures aimed at expanding housing, credit, transport, sanitation, education and social protection. In April the Minha Casa Minha Vida (MCMV) program raised its income cap to R$13 000 and the property‑value limit to R$600 000, widening eligibility for middle‑income families. A May ruling by the Superior Tribunal of Justice declared construction‑phase interest clauses abusive, allowing thousands of buyers to suspend such charges. June saw a wave of initiatives: the Desenrola credit‑renegotiation scheme was extended to 10 million borrowers; a new MCMV cycle added 21 282 urban units and thousands of rural homes, while a separate decree earmarked R$10.5 bn for 85 000 additional houses. Municipal subsidies for public‑servant housing and a R$30 bn Move Brasil credit line were launched to finance low‑interest vehicles for taxi and app drivers. Electronic toll collection was piloted on major highways, and a national public‑transport law created a financing framework for fares, fleet electrification and inclusive services. The government also approved a sanitation law to diversify funding and improve service quality, and introduced a safe‑stop program for vulnerable passengers. Parallel actions addressed climate impacts on quilombola territories, land‑regularisation decrees for quilombola communities in Pará and Goiás, and a court order granting collective moral damages to a quilombola group. Education reforms set a new R$5 130 teacher‑salary floor and a Senate bill raised the pension floor for doctors. Health legislation increased funding for firefighters and lifted doctors’ pay. In July the Move Brasil programme was delayed, then expanded to finance used electric and hybrid vehicles, while the federal government opened registration portals for MCMV applicants in several states and the Federal District.
