Board of Peace Gaza ceasefire plan stalls as Hamas disarmament impasse deepens

The Trump‑backed Board of Peace released a Gaza roadmap that repeats key points of the former U.S. peace plan, including Hamas disarmament, an international peacekeeping force and reconstruction. Board envoy Nickolay Mladenov told the UN Security Council that the ceasefire cannot progress without Palestinian obligations, while the board’s report blamed Hamas for refusing to decommission weapons.

Analysts say the plan is one‑sided, giving Israel a free hand and placing the burden of peace on Hamas. Hamas rejected the accusations, calling the report an adoption of the Israeli narrative. Since the October truce, Israel has expanded control to more than 60 % of Gaza, blocked the pledged 600 aid trucks per day and continued airstrikes. The Gaza health ministry reports over 850 Palestinians killed and around 2,650 injured during the ceasefire, while most of the Strip lies in ruins.

The stalemate threatens to trigger a renewal of full‑scale war, with Israeli officials hinting at escalation if Hamas does not disarm. Humanitarian conditions are deteriorating, leaving the population without adequate healthcare, water or sanitation.
