Trump could waive immunity with majority executive approval. Board officials deny an operative immunity framework, insisting on “clear rules, oversight and accountability mechanisms,” though details are lacking. Legal scholars warn the language effectively exempts the board from accountability, and negotiations stay deadlocked over Hamas’s disarmament demands; most pledged reconstruction funding remains undisbursed. The board is moving ahead with a pilot humanitarian zone in southern Gaza, likely near Rafah. Run by the National Committee for the Administration of Gaza (NCAG) and secured by the multinational ISF, participation would be voluntary and screened to exclude armed individuals. The pilot does not depend on a Hamas agreement, though a deal would speed implementation. Hamas has dissolved its de‑facto government and signalled readiness to hand authority to the NCAG, while Israel expands control over the enclave. Humanitarian groups warn sealed zones could breach international humanitarian law and cause displacement. As of early July, no precise site has been confirmed and construction has not begun. Board officials stress that movement will remain free for unarmed civilians and that the zone’s assessment will be based on actions rather than promises. Funds are being raised for the pilot, but no timetable is set. The ISF, originally slated to be a 20,000‑person multinational peacekeeping force, has collapsed to an initial contingent of only 10‑20 troops.
