Bolivia advances IMF loan bill and healthcare airfare law

Bolivia is undergoing several significant legislative developments. The Plurinational Legislative Assembly has received a bill from the Executive branch to support a $1.9 billion loan from the International Monetary Fund (IMF). This agreement, consisting of 1,369 special drawing rights, aims to address persistent fiscal and external imbalances and support economic stability.

In healthcare legislation, the Senate approved the “Ley de Pasajes Aéreos Solidarios” (Solidarity Airfare Law). This law mandates that both public and private airlines reserve at least four seats per flight for cancer patients and individuals in critical or terminal conditions, including one seat for a companion, to facilitate access to specialized medical treatment. Airlines that fail to comply face a fine of 200% of the commercial ticket value.

In other regional developments, the Santa Cruz Departmental Legislative Assembly unanimously approved an “anti-blockade law” to protect rights such as free movement, production, and access to food, while distinguishing peaceful protests from actions that threaten public safety. Additionally, a controversial legislative proposal in the Chamber of Deputies has suggested mandatory sterilization for homeless women with substance abuse issues as a mechanism for social reintegration, a move condemned by human rights organizations.
