Italian government extends paper identity cards’ validity until natural expiry

The Italian Council of Ministers issued a decree postponing the planned cessation of paper identity cards. Non‑expired paper cards will remain valid for identification with public authorities and service providers within Italy until the date printed on the document, overturning the earlier deadline of 3 August 2026. The extension does not apply to travel abroad; after that date paper cards will no longer be accepted for trips outside the EU, and holders must use an electronic identity card (CIE) or a passport.

The measure aims to avoid a surge of appointments that could overwhelm municipal registries. Local officials have warned that the sudden policy shift creates confusion after months of intense preparation for a full transition to electronic cards. Bologna’s assessor Roberta Li Calzi described the decree as “a crisis of identity” and urged citizens to continue applying for CIEs. Province president Luca Robaldo and Lega deputy Simone Billi echoed concerns about administrative strain and the need for clear guidance on foreign travel.

The government reiterates that the electronic identity card remains the long‑term standard, offering higher security and digital‑service access. So far, 762 CIEs have been issued this year and more than 30 000 paper cards have already been replaced in Bologna as part of the ongoing rollout.
