Bonn Climate Conference Leaves Key Issues Unresolved Ahead of COP31

The 64th session of the UN climate talks (SB64) in Bonn, Germany concluded on Thursday with limited progress and several impasses. UNFCCC Secretary‑General Simon Stiell noted that the technical work laid a basis for the next climate summit, COP31, scheduled for November in Turkey, but warned that many agenda items remain unsettled.

Civil‑society groups criticised the outcome as “disappointing” and highlighted persistent deadlocks on adaptation, mitigation work programmes, and financing for developing countries. The Climate Observatory warned that negotiators appeared “incredulous” at the lack of consensus on the global adaptation goal and on the publication of the forthcoming IPCC AR7 report, which the G77 bloc, led by China and India, is trying to delay. The World Wildlife Fund praised the shift towards implementation, citing Brazil’s presidency of COP30 as a driving force.

Overall, the Bonn meeting underscored the need for greater financial support and clearer mechanisms to advance climate commitments before the forthcoming COP31 in Turkey.
