Turkey formalizes COP31 hosting and expands climate agenda
Overview
Turkey is intensifying preparations for the COP31 UN Climate Change Conference, scheduled for November 9–20, 2026, in Antalya. Following the decision by 196 countries at COP30 in Brazil, Turkey has assumed the presidency. Minister of Environment, Urbanization and Climate Change Murat Kurum, acting as COP31 President, continues to promote an “implementation COP” through extensive international diplomacy.
Recent efforts have expanded into infrastructure and regional resilience. During the ‘Blue Dialogue’ in Trabzon, officials discussed ocean conservation and the blue economy, with Kurum emphasizing the need to turn discussions into concrete investments. Proposed initiatives include a 35 percent electrification target by 2035 and a 600-hectare ecological restoration project in Fethiye Gulf. Additionally, Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced plans for a green container port by 2030 and high-speed rail developments in the Black Sea region.
In the agricultural sector, the Antalya Agriculture Council (ATAK) has called for urgent climate adaptation. Stakeholders highlighted that preserving agricultural strength depends on water management, noting that 53 percent of surveyed participants perceive climate change through water-related events. Leaders are advocating for modern irrigation and smart agriculture to combat shifting rainfall patterns.
To support the summit’s technical requirements, Türk Telekom has been named the ‘Global Digital Transformation and Technology Partner.’ As a ‘Master Partner,’ the company will manage the end-to-end technological infrastructure, including fiber internet and mobile communications. To demonstrate these capabilities, a live 5G connection was showcased between Ankara and the Antalya summit site.
