Bonn Climate Conference stalls on key issues ahead of COP31

The Bonn Climate Conference (SB64) concluded with limited progress and widespread blockades on core agenda items. Delegates failed to reach consensus on mitigation, adaptation, and climate‑finance packages, leaving many decisions to be revisited at the upcoming COP31 in Antalya, Turkey. Civil‑society groups described the outcome as disappointing, with the Climate Observatory noting that “Bonn sank” and highlighting resistance to preserving previously agreed commitments.

A modest breakthrough was achieved only on the just‑transition package, which saw some concessions from certain countries. Nonetheless, NGOs warned that the lack of agreement threatens the implementation of the Paris Agreement’s 1.5 °C target and calls for increased financial support for developing nations. The conference underscored the need for stronger international cooperation as the next UN climate summit approaches.

The event was hosted by Germany and sets the stage for the November 2024 COP31 in Turkey, where further negotiations are expected.
