Bonn climate talks stall on adaptation financing and agenda disagreements

The 64th session of the UNFCCC Subsidiary Bodies (SB64) in Bonn, Germany, concluded with limited progress and several stand‑offs. Delegates could not reach consensus on key issues such as the global adaptation financing goal, the mitigation work programme, and the integration of the Rio conventions. The negotiations also saw a push by the G77, led by China and India, to delay the release of the IPCC’s seventh assessment report (AR7).

Countries slated to host the next climate conference – Turkey (COP31) and Australia, which together co‑preside the summit – failed to present clear priorities, leaving the agenda largely shaped by Brazil’s COP30 presidency. Brazil highlighted technical road‑maps for phasing out fossil fuels and urged that financing discussions remain on the work programme. The UN climate secretariat warned that substantial gaps remain and that further talks will be needed before COP31 in November.

Overall, the Bonn meeting stalled on several agenda items, signalling that many unresolved issues will have to be revisited at the upcoming COP31 in Turkey.
