Bosnia and Herzegovina announces driving and vehicle import reforms

Bosnia and Herzegovina is planning significant reforms to road safety and vehicle import standards. Minister of Communications and Transport Edin Forto announced new regulations for driver training aimed at reducing fatalities. Following a nearly 30 percent increase in road deaths, the new rules will increase the scope of theoretical and practical training. For Category B licenses, practical training hours will increase by five, with the first five hours mandatory on a training course. These education standards are scheduled to take effect on January 1, 2028.

Additionally, the Ministry has proposed stricter emission standards for imported used vehicles. Starting April 1, 2027, used passenger cars would require at least a Euro 6 standard, while freight vehicles would need at least Euro 5. This shift is expected to impact the local market, potentially reducing the availability of cheaper older vehicles and increasing the price of Euro 6 compliant cars. A formal proposal for these regulations is expected to be presented to the public in October.
