Bosnia and Herzegovina road safety and vehicle reforms

Overview

Bosnia and Herzegovina is implementing various measures to improve road safety and regulate vehicle standards. Initial efforts focused on enforcement and public awareness, including strict laws prohibiting children under 12 from sitting in front passenger seats and the ‘Školarac’ campaign, which increased police surveillance near schools to protect students.

Following a nearly 30 percent increase in road fatalities, the government announced broader structural reforms. Minister of Communications and Transport Edin Forto introduced plans to expand theoretical and practical driver training for Category B licenses, set to take effect on January 1, 2028. Furthermore, the Ministry proposed stricter emission standards for imported used vehicles, requiring passenger cars to meet at least Euro 6 standards and freight vehicles to meet Euro 5 standards starting April 1, 2027.
