Bosnia and Herzegovina OHR closure remains stalled

The closure of the Office of the High Representative (OHR) in Bosnia and Herzegovina remains stalled due to unfulfilled requirements established by the Peace Implementation Council in 2008. While state property is often cited as the primary obstacle, several other '5+2' conditions remain unmet.

High Representative Christian Schmidt has noted that fiscal sustainability is not yet secured, despite the adoption of a global fiscal balance framework for 2025–2027. Additionally, the European Union continues to report that the rule of law requirement has not been satisfied. The EU has expressed that the OHR is incompatible with the country's sovereignty, signaling a desire for Bosnia and Herzegovina to transition from the Dayton framework to a Brussels-led phase.

Regarding military property, although NATO acknowledged progress in 2018, disagreements between the Republika Srpska and the Federation of Bosnia and Herzegovina persist over the ownership of certain locations. Currently, only the status of the Brčko District has been fully resolved through constitutional amendments.
