Bosnia and Herzegovina reform proposal sent to Brussels

Günther Fehlinger, President of the Austrian Committee for NATO Enlargement, has submitted a proposal for constitutional reform in Bosnia and Herzegovina to international institutions, including the European Union and NATO. The proposal, which has reportedly reached Brussels, aims to replace the current ethnic-based entities with a modern European federation composed of 10 federal states.

The plan seeks to end the “Dayton paralysis” by establishing a federal, democratic, and multi-ethnic architecture that strictly prohibits secession or the division of the country. The proposed federal units include Una–Sana, Krajina, Posavina, Drina, Soli, Central Bosnia, Vrhbosna (with Sarajevo remaining the capital), Tropolje, West Herzegovina, and East Herzegovina.

Under this model, a strong federal government based in Sarajevo would retain exclusive jurisdictions to ensure regional democracy and equal citizenship.
