Bosnia's High Representative Appointment Sparks US‑EU Rivalry

The forthcoming meeting of the Peace Implementation Council (PIC) on 3‑4 June in Sarajevo will decide the successor to Christian Schmidt as High Representative in Bosnia and Herzegovina. The United States is reported to back Italian diplomat Antonio Zanardi Landi, while France, Germany and other EU members promote French candidate René Troccaz. Britain has also floated possible nominees such as Karen Pierce and Stuart Peach. U.S. officials have urged that the appointment be finalised by the end of June, emphasizing a gradual reduction of the OHR’s interventionist powers.

The choice is seen as a barometer of competing American and European visions for the Western Balkans. Republika Srpska leader Milorad Dodik could exploit any division between Washington and Brussels to strengthen his negotiating position. The outcome will affect the authority of the High Representative, the implementation of the Dayton peace accords, and Bosnia’s EU integration pathway.
