Bosnia HR appointment deadlock continues
Overview
The Peace Implementation Council (PIC) has met repeatedly in July 2026 but remains split over a permanent High Representative for Bosnia and Herzegovina. The United States continues to back Italian diplomat Antonij Zanardi Landì, while most EU members favour French candidate René Troccaz. With no consensus, U.S.-appointed deputy Louis J. Crishock stays in the acting role, exercising the full authority of the Office of the High Representative. Russia again rejects the interim status, arguing that the Dayton Agreement does not allow an “acting” High Representative and calling for the office’s abolition. Croatia’s foreign minister Gordan Grlić Radman urged EU foreign ministers to engage all three constituent peoples, noting the lack of a legitimate Croat representative in the Presidency. Bosnian parties, including the SDA, warned that external attempts to reshape the electoral law—such as creating a special Croat electoral unit—could breach European Court of Human Rights rulings. On 17 July, Republika Srpska MP Igor Crnadak posted that he knows the identity of the next High Representative and claims the nominee will receive “unanimous support from the European Union and the United States.” He criticised RS authorities for only informal backing of Crishock’s continuation, urging a balanced foreign‑policy stance and deeper institutional reforms. The same day, former High Representative Christian Schmidt announced his resignation, citing pressure from a key PIC member backed by the United States. German politicians warned that U.S. interests in Bosnia are driven by economic projects rather than regional stability, a stance they say could weaken the High Representative’s authority. Schmidt referenced upcoming electoral reforms, including biometric voter identification, and expressed hope that his successor and the OSCE will uphold the rule of law. Senior EU military commanders, meeting with Crishock and EU Special Representative Luigi Soreca, reaffirmed EU commitment and the ongoing role of EUFOR.
