BP Tapera targets 350,000 subsidized homes via mass mortgage signings
The Indonesian Housing Savings Management Agency (BP Tapera) is working to meet its 2026 target of 350,000 units for the Housing Financing Liquidity Facility (FLPP). As of late September 2026, realization stood at approximately 158,010 units, representing roughly 45 percent of the annual goal.
To accelerate distribution, the government is planning a mass mortgage signing event for approximately 71,000 subsidized housing units in December 2026, primarily located in East Java. This initiative aims to streamline administrative processes through simultaneous banking and notary procedures.
Challenges to meeting the target include rising construction and land costs, with inflation for residential buildings reaching 10.03 percent year-on-year as of August 2026. Additionally, the price limits for subsidized landed houses have remained unchanged since 2024.
Bank Tabungan Negara (BTN) remains the largest distributor of FLPP, followed by Bank Syariah Nasional (BSN), Bank Rakyat Indonesia (BRI), and Bank Negara Indonesia (BNI). Economists note that while mass signings can speed up administration, success depends on the availability of ready-to-move-in homes and rigorous borrower verification.
