BPJS Kesehatan coverage exclusions and JKN contribution potential
Indonesia's National Health Insurance (JKN) program, managed by BPJS Kesehatan, maintains specific exclusions regarding medical coverage. Under Presidential Regulation Number 82 of 2018, 21 categories of illnesses and services are not covered. These exclusions include aesthetic or cosmetic treatments, dental braces, injuries resulting from criminal acts or intentional self-harm, treatments for alcohol or drug addiction, infertility treatments, and medical services provided abroad. Additionally, services at facilities not partnered with BPJS Kesehatan are excluded unless in an emergency.
Regarding the program's finances, BPJS Watch has analyzed the potential for JKN contributions to reach approximately Rp 220 trillion. This figure is based on the assumption of high payment compliance and the settlement of all outstanding arrears. According to Timboel Siregar, the coordinator of Advocacy at BPJS Watch, the largest contributor is expected to be the Wage Recipients (PPU) segment, with a potential of Rp 108 trillion. Other segments include Subsidy Recipients (PBI) at Rp 48.7 trillion, Local Government-funded Non-Wage Earners (PBPU Pemda) at Rp 28.02 trillion, and independent Non-Wage Earners (PBPU Mandiri) at Rp 9.2 trillion.
