São Paulo begins enforcement of electric bike and scooter regulations
The City of São Paulo has begun active enforcement of traffic regulations for electric bicycles and self-propelled mobility devices, such as electric scooters. The operation is being conducted by the Companhia de Engenharia de Tráfego (CET) with support from the Guarda Civil Metropolitana (GCM).
Under the Brazilian Traffic Code, violations such as riding on sidewalks or in pedestrian-only areas can result in a fine of R$ 130.16. Unlike motorized vehicle infractions linked to license plates, these penalties are tied directly to the individual's CPF.
Speed limits have been established to ensure pedestrian safety: - In exclusive bike lanes and cycle paths, the maximum speed is 20 km/h. - In shared areas, such as sidewalks or cycle paths shared with pedestrians, the limit is 6 km/h for all devices.
While electric bicycles are permitted to use sidewalks at the 6 km/h limit, electric scooters and other self-propelled devices are strictly prohibited from using sidewalks and pedestrian walkways. The CET is also implementing educational campaigns and using specialized speed delimiters to monitor compliance without interfering with other vehicle traffic.
