São Paulo electric mobility traffic regulation

Overview

The City of São Paulo and surrounding regions have initiated the enforcement and implementation of new traffic regulations for electric bicycles, electric scooters, and other self-propelled mobility devices.

In the city of São Paulo, the Companhia de Engenharia de Tráfego (CET) and the Guarda Civil Metropolitana (GCM) began operations to enforce speed limits and usage zones. Regulations mandate a maximum speed of 20 km/h in exclusive cycle lanes and 6 km/h in shared pedestrian areas. While electric bicycles may use sidewalks at the lower speed limit, electric scooters are strictly prohibited from pedestrian walkways. Violations can result in fines of R$ 130.16 tied to an individual’s CPF.

In the broader state, Indaiatuba sanctioned the ‘Evelyn Daiane Souza Ribeiro Law’ to mandate that these devices use cycle paths or authorized roads, with a 40 km/h limit on urban roads lacking specific infrastructure. Recent enforcement efforts in São Paulo city have prioritized educational approaches; the CET reported conducting 111 educational approaches on Avenida Brigadeiro Faria Lima and Rua da Consolação without issuing fines.
