Brazil adopts national protocol to protect child sexual abuse victims

The National Commission for the Eradication of Child Labor (Conaeti) issued Resolution No. 8, establishing a National Flow for the Care of Children and Adolescents Victims of Sexual Exploitation. Published in the Official Gazette on 25 May 2026, the protocol defines a three‑stage process – reporting, coordination and protection/responsibility – and mandates coordinated action among public agencies and civil‑society entities.

Key participants include municipal child‑protection councils, the Public Ministry, security forces, the Labor Audit Office, and health, social assistance and education services. The flow emphasizes rapid response, respect for dignity, non‑discrimination, the right to information and the avoidance of re‑victimisation. Specialized listening must occur in safe environments, following Law 13.431/2017.

Responsibility for implementation is assigned to the Unified Health System (SUS) for comprehensive medical and psychological care, and the Unified Social Assistance System (SUAS) for ongoing support to victims and families. Schools are highlighted as strategic sites for case identification and prevention. Law‑enforcement bodies, prosecutors and the judiciary are tasked with investigating, prosecuting and imposing protective measures on perpetrators. The protocol allows regional adaptation to prevent overlapping actions and minimise risks to victims.
