Brazil: Expanding child online safety regime

Overview

Brazil’s child‑protection framework, launched in May 2026, continues to broaden. Implementation is being reinforced at the municipal level. Eight capitals signed the “Rio Letter” pledging inter‑sectoral coordination and budgeting for child protection. A National Policy for the Prevention and Combating of Sexual Abuse (Portaria 836) and the “Faça Bonito” and “Maio Laranja” campaigns have mobilised cities such as Goiânia, Ubatuba, Sorriso, Rondônia, Mato Grande, Sergipe, Bahia and many others to hold seminars, workshops and public actions that educate children, train professionals and improve reporting mechanisms.

Law‑enforcement operations – Operation Caminhos Seguros, Guardiões da Esperança and regional crack‑downs – have resulted in dozens of arrests and the seizure of child‑pornography material. The National Commission for the Eradication of Child Labor issued a national protocol defining a three‑stage care flow for victims.

The judiciary has introduced mandatory judicial permits (alvarás) for child influencers, created a national alvará registry and issued guidelines on monetisation, while the ANPD began auditing major adult‑content sites for age‑verification compliance. Together, these measures aim to tighten online safeguards, improve coordination across health, education and justice sectors, and address the surge in reported child abuse cases across Brazil.
