Brazil advances digital sovereignty with AI parliamentary front and data centre incentives

The Chamber of Deputies' Science, Technology and Innovation Committee approved a revised version of Bill PL 153/25 that replaces a proposed internet‑tax with incentives to develop data centres, cloud services and communication technologies. The proposal aims to strengthen Brazil’s digital sovereignty, attract private investment, expand internet access in underserved regions and require that data be stored on national territory while respecting competition and data‑protection principles.

The Senate's Science, Technology, Innovation and Informatics Committee endorsed a resolution creating a Parliamentary Front on Artificial Intelligence, Data Protection and Digital Security. The committee also approved an urgent request to fast‑track the measure in the Senate plenary. The front will serve as a permanent forum for parliamentarians, government agencies, regulators, industry, academia and civil society to coordinate policy on AI, personal data protection and cyber‑security, supporting the broader digital transformation agenda.
