Brazil advances tax reform with DeRE and NFS-e updates

Brazil's consumption tax reform has entered a new operational phase with the implementation of the DeRE (Declaração de Regimes Específicos). This obligation integrates into the IBS and CBS calculation structure for specific sectors, including financial services, health plans, and prognostic contests. The Receita Federal recently released technical documentation (version 1.3.0) for the DeRE, which connects accounting information, balance sheets, and operational data to the tax calculation process.

Simultaneously, the Receita Federal and the IBS Management Committee approved updates to the technical notes for the Electronic Service Invoice (NFS-e). These updates, specifically versions 1.01 of Technical Note 009 and Technical Note 010, introduce changes to layouts and business rules. Key modifications include new requirements for foreign trade, such as invoice numbers and exchange contract values, as well as updated rules for determining the destination of ISSQN in labor supply scenarios. The updates affect issuers, recipients, and system developers involved in the electronic invoicing process.
