Brazil tax: refunds, unclaimed funds, reforms

Overview

The Receita Federal’s one‑off “cashback” consultation opened on 8 July 2026, automatically refunding taxpayers who had tax withheld in 2024 but are not required to file a 2025 return. Up to four million people could receive up to R$ 1,000 each, with payments scheduled for 15 July via each beneficiary’s CPF‑linked Pix key; around 500 000 may miss the refund because of missing or irregular Pix/CPF data. On 15 July the agency began a second automatic batch for roughly 3.5 million eligible contributors, earmarking about R$ 460 million. Refunds are sent to accounts linked to a CPF‑type Pix key, and recipients can view the generated declaration online or via the Receita app. The regular refund calendar continues with a third tranche on 31 July and a fourth on 31 August, prioritising seniors, people with disabilities, serious‑illness patients and teachers. The second installment on 30 June was the largest in Receita’s history, reaching 9.5 million beneficiaries and disbursing R$ 16 billion. The Central Bank’s May report confirmed that R$ 6.24 billion of unclaimed funds remained in the Sistema de Valores a Receber (SVR), down from over R$ 10 billion. A transfer of R$ 5.7 billion to the Fundo Garantidor de Operações (FGO) supports the Desenrola Brazil debt‑renegotiation programme. Most remaining balances belong to individuals, with 67 % holding up to R$ 10. The Brazilian Credit Guarantee Fund (FGC) still holds R$ 1.83 billion for investors in the Master financial group who have not yet claimed reimbursement; claims can be filed through the FGC mobile app, but the amount does not earn inflation adjustments. Operation Distrato, launched by the Inter‑institutional Committee for Asset Recovery, executed 38 search‑and‑seizure warrants on 15 July targeting the Nelson Wilians group and associated networks accused of diverting about R$ 3.8 billion in ICMS tax‑credit fraud.
