Brazil tax reform: implementation and compliance updates

Overview

Brazil’s transition to a destination-based dual Value Added Tax (IVA) system is advancing through technical and regulatory refinements. The system, comprising the federal CBS and the state/municipal IBS, is set to begin in 2027, eventually replacing PIS, Cofins, ICMS, and ISS.

For the Electronic Records Declaration (DeRE), authorities confirmed that the environment will begin receiving taxpayer information, such as the Commented General Chart of Accounts, starting October 1, 2026. Regarding small businesses, the roadmap for the 2027 Simples Nacional option requires companies to formalize their choice between September 1 and September 30, 2026.

Operational and financial concerns regarding the ‘split payment’ mechanism—which 81% of surveyed companies believed would impact cash flow—have led to a significant regulatory shift. The Brazilian Federal Revenue Service (Receita Federal) has announced that the mandatory implementation of the ‘split payment’ system for transactions between companies will be delayed until 2028. This delay from the initial 2027 expectation is attributed to the technological complexity of integrating more than 200 financial institutions. During this transition, the government plans to introduce the mechanism optionally through methods like PIX to allow for testing.

The reform is expected to fundamentally alter cost structures in the service sector, which represents approximately 70% of the nation's GDP. While CBS replaces PIS and Cofins in 2027, the phased replacement of ICMS and ISS with IBS will occur between 2029 and 2032, reaching full implementation by 2033. To assist with this transition, Sebrae has launched a free training program, ‘Descomplique: Reforma Tributária’, to help entrepreneurs manage financial planning and pricing adaptations.
