Brazil and Guyana military cooperation agreement approved

The Brazilian Senate Plenary has approved the text of a military cooperation agreement between Brazil and Guyana. Originally signed in Bonfim, Roraima, in 2009, the agreement aims to facilitate border actions and combat transnational crimes.

The agreement, processed via Legislative Decree Project (PDS) 240/2011 and reported by Senator Chico Rodrigues, includes objectives such as sharing defense knowledge, promoting joint military training, collaborating on military equipment, and exchanging intelligence to fight transnational crime. It also covers cooperation in science and technology.

The approval follows a suspension in 2020 due to concerns regarding how the agreement's secrecy rules aligned with Brazil's Access to Information Law (LAI). The Ministry of Foreign Affairs and Senator Rodrigues concluded that the agreement's obligations can coexist with the LAI by adapting secret information to the legal secrecy categories defined by the law.
