Brazil approves bill to modernize concessions and infrastructure
The Brazilian Chamber of Deputies has approved Bill PL 2373/25, which aims to modernize the legal framework for concessions and public-private partnerships (PPPs). The bill now awaits processing in the Senate.
The proposal seeks to provide greater legal certainty and predictability for long-term infrastructure contracts by improving risk allocation and contractual balance. Supporters, including Federal Deputy Daniela Reinehr, argue that the legislation is necessary to meet growing infrastructure demands and reduce bureaucratic hurdles.
The port and waterway sectors are expected to be primary beneficiaries. According to the National Department of Transport Infrastructure (DNIT), there are 26 prioritized waterways totaling approximately 19,000 kilometers, with 14,000 kilometers considered highly relevant for cargo and passenger transport.
