Brazilian Senate and Ministry authorize large-scale credit
Overview
The Brazilian Senate and Ministry of Finance continue to authorize significant credit operations to fund national and subnational infrastructure. The Ministry of Finance has authorized R$ 12.9 billion in credit operations for five states: São Paulo, Piauí, Maranhão, Pernambuco, and Rondônia. These federally guaranteed loans target urban mobility, sanitation, highways, and digital transformation.
Specifically, São Paulo is slated to receive R$ 5.4 billion for metro and train expansions, while Piauí will receive R$ 4.9 billion for transport and digital projects. Maranhão, Pernambuco, and Rondônia are also set to receive funds for roadworks and water infrastructure.
In parallel, the Senate has approved 16 external credit operations totaling nearly US$ 2 billion. Key allocations include US$ 701 million for São Paulo to support hospital restructuring and bus fleet electrification, and US$ 204 million for environmental and sanitation projects in Belo Horizonte. Salvador has secured US$ 190 million for social programs, while Maceió has been allocated US$ 150 million for urban mobility.
Recent developments include new authorizations for international credit through the Inter-American Development Bank (IDB). In Paraná, the Legislative Assembly proposed a sanction allowing the state to contract up to US$ 100 million for the ‘Profisco III PR’ project, focusing on digital transformation and fiscal management. In Minas Gerais, the Senate approved US$ 304 million in loans, including US$ 204 million for Belo Horizonte to fund environmental recovery and sewage expansion, and US$ 100 million for the ‘Minas Para Resultados’ program to target climate resilience and sustainable agriculture between 2026 and 2030.
